「核なき世界へ」
President Obama’s Speech in Prague：April 5th, 2009
Now,one of those issues, I'll focuse on today.
本日、みなさまの前でお話（はなし）したいのは、
It's the fundamental to the
security of our nations, and peace of the world.
私たちの国の安全保障、そして、世界の「平和」のための基本的なことです。
That is the future of the
nuclear weapons in the 21st century.
それは、21世紀の「核兵器のありかた」、についてです。
The existence of thousands of nuclear weapons
is the most dangerous legacy of the Cold War.
現在、世界に存在する、1万発以上の核兵器は、冷戦後の最も危険な、過去の遺産です。
No nuclear war was fought
between United States and the Soviet Union.
（冷戦時）米国とソビエト連邦とのあいだで、核を使用した戦争はありませんでした。
But generations lived with
the knowledge that their world could be erased in a single flash of
light.
（けれども私たち）次に生きる世代たちには、単に「一発の光」によって抹消されてしまうという「知識」とともに生きるようになっているのです。
Cities like Prague, that existed for centuries, that embodied the beauty, and the talent and so much of
humanity would have cease to exist.
（この）プラハのような、何世紀にもわたり美しく存在してきた街、才能にあふれ、人間味がある、このような街が、一瞬のうちに消し去られてしまう。そういう世界にしてしまう「知識」とともに
Today the cold war has disappeared
今日、冷戦は終わりました。
but thousands of those
weapons have not,
けれども、1万数千発もの核兵器は残されたままなのです。
In the strange turn of
history,
歴史がすすむにつれ、
the threat of global nuclear
wars has gone down,
世界的な核戦争の脅威は減ってきています。
but the risk of nuclear attack has gone up.
けれども、「核」を使った攻撃のリスクは、高くなっているのです。
More nations have acquired these weapons.
現在、より多くの国々が、核兵器に手を出しつつあります。
Testing has continued,
核実験も続いています。
Black markets trade in nuclear secrets,
核の闇市場。
and nuclear materials abound.
増え続ける核物質。
The technologies to build a bomb has spread.
核兵器製造の技術の拡散
Terrorists are determined to
buy, build or steal one.
テロリストが購入しようとしたり、盗もうとしたりするリスク
Our efforts to contain these dangers are centered on a global non proliferation regime(NPT)
But as more people and nations break the rules
けれども、より多くの人々や、国々が規則をやぶり、
We could reach the point where
the center can not hold.
現在、もはや、そのセンター（体制の中心）が保てないほど、
収束がつかないところまで来ています。
Now, Understand.
This matters to people
everywhere.
みなさん、理解してください。
この問題は、（地球に住む）すべての人々の問題なのです。
One nuclear weapon, exploded
in one city,
たった一発の核兵器が、ひとつの都市で爆発することで、
Be it, New York or Moscow,
ニューヨーク、モスクワ、
Islamabad or Mumbai,
イスラマバード、ムンバイ、
Tokyo or Tel Aviv,
東京、テルアビブ、
Paris or Prague,
パリ、プラハ、
could kill hundreds
thousands of people.
（そのどの都市において爆発しても）何十万人という死者がでるのです。
And no matter where it happens,
そして、それがどこで起こっても。
there is no end to what consequences might be.
その連鎖の結末は、見えなくなってしまうのです。
For our global safety, our security. our society or our economy,
to ultimate survival.
地球規模で安全が脅かされます。
安全保障、社会、経済が存在すること自体、脅かされるのです。
Some argue that the spread
of these weapons can not be stopped,
cannot be checked,
cannot be checked,
核兵器拡散は、もう止まらない、チェックをするのはもう無理だ、と論じる人々もいます。
that we are destined to live in a world where more nations and more people possess the ultimate tools of destruction.
今、我々が住んでいる世界では、より多くの人々、より多くの国々が、この最悪の破壊兵器をつくる道具を持とうとしているのですから。
Such fatalism is deadly adversary.
このような状況を「諦観」することは非常に危険です。
For if we believe, the
spread of the nuclear weapons is inevitable,
in some way we are admitting to ourselves that the use
of nuclear weapons is inevitable.
たとえば、もし、核拡散が仕方がないというのだったら、
それは、核兵器の使用も仕方がない、と許してしまいます。
Just as we stood for freedom in
20 century,
私たちは、20世紀という時代に「自由」のために立ち上がったように、
We must stand together for the
right of the people everywhere to live free from fear in 21st
century
私たちは、21世紀という時代において、このような「恐怖」とともに生きることから、本当に自由になる権利が、どこに住む人々にとってもあるよう、一緒に立ち上がらなければならない。
As a nuclear power,
and as the only nuclear power to
have used a nuclear weapon,
そして、核保有国として、
唯一、核を使用した国として、
the United States has a moral responsibility to act.
それをやるための道義的責任が、米国にはあるのです。
We can not succeed in this
endeavor alone.
私たち一国の努力だけではできないかもしれません。
But we can lead it, we can
start it.
けれども、それを率先して、しなくてはならない、始めなければならない。
So today,
ですから、本日、
I state clearly and with
conviction.
私はここに、明確に、説得力をもって、皆様にお伝えします。
America’s commitment to seek
the peace of the security of a world without nuclear weapons.
アメリカは、核のない世界と、安全保障・平和を追求する貢献（の方法）を探し求めます。
I’m not naïve.
私は、（この問題に対して）消極的ではありません。
The goal will be not reached quickly.
（もちろん）すぐにたどり着けるゴールではありません。
Perhaps not in my life time.
（また）その仕事を終えることは、私が生きている間にできないほど遠いゴールかも知れません。
It will take patience and persistence.
忍耐力と持続力が必要でしょう。
But now we,too, must ignore the voices
who tell us that the world can not change
（けれども）「世界を変えることなどできない」という声に、もはや耳を傾けるべきではないのです。
We have to insist
私たちは、言わなければならない。
“Yes, we can”
「できるのだ。」と。 |
