被爆（hibaku)と民族の問題

“A-bombed”, It is about ethnic and races matter

「唯一の被爆民族」という言葉をよく聞きます。

While living in the country named Japan , I often hear to say,

“Japan is the only nation which was A-bombed.”

広島と長崎に原爆が投下された時、被爆した者の多数は、日本人でした。

When Hiroshima & Nagasaki were dropped by A-bombs,

Many thought that people those who were attacked were “Japanese”.

この事実はだれも否定しません。

I don’t deny this fact.

私たち韓国人も当時は「大和民族（日本人）」として大和の歌を高らかに歌い上げていましたから。

Our Koreans in those days were also resonating,

“We Japanese are the same as we say 'Yamato tribe!'” in loud voice.

韓国でも（当時は半島と呼びましたが）、毎日のように軍国美談が新聞をにぎやかにしたものです。

Even in Korean Peninsula, we read beautiful military winning stories every day.

自意による赤子たちのほかにも、多くの者たちは他意（日本の武力）によって、天皇の赤子にならざるを得ませんでした。

Some were belonged to "Yamato tribe" willingly,

But in truth, others were not.

抵抗があったにしても、表面はどこまでも、一億一心になり、聖戦に邁進したものです。

If there were resistance, those were covered up, and on the surface, we were fighting perfectly under the name of Great Japan of sacred for Yamato tribe.

（この1億の中に、3000万の半島出身や新附大和民族が含まれていたことを忘れてはなりません）

(Among them, you should not forget that there were 30 million Koreans and Asians.)

新附大和民族のことを言いますと、韓国人や台湾人、中国人、フィリピン人、インドネシア人、マレーシア人、ボルネオ、東南アジアの人たちも、

Including Taiwanese, Chinese, Philippines, Indonesians, Malaysians, Borneos….

大東亜共栄圏建設のため、よろこんで（？）聖戦に協力していたということだから、このようなひとたちも大和民族の予備軍であったわけです。

In those severe fighting days, people of Asian countries were also fighting as members of Yamato tribe.

このような論法でいきますと、「アメリカ人捕虜」にしても、近い将来天皇の赤子にならざるを得なかったことだろうから、これも「大和民族」といえましょうか？

If this context continues,

 American Prisoners of War might be included “Yamato tribe.”…..

そういうわけで、広島と長崎で被爆した者は、すべて「日本民族（大和民族）」であったわけです。

So, people who were A-bombed were all “Yamato tribe”.

And they were equal to Japanese.

しかしです、私は「都合のいい日本国、日本民族」というのは、なんと本当に都合のいいようにできているものだろうか、と感心しています。

However “Yamato tribe" or "Japanese” can be easily fixed to call conveniently case by case.

終戦になりました。占領十年をへて、日本は独立しました。

The War was ended, and after ten years occupation, Japan become an independent country.

被爆者をはじめ、一般国民の熱願によって、形ばかりの「原爆民療法」や「措置法」が制定されました。

Some Laws have established and started to be applied for aids to hibakusha .

韓国人（戦前の大和民族）が原爆手帳をもらいにいきました。

One day, a Korean hibakusha(ex-YAMATO tribe hibakusha) asked for that aide note.

厚生省の偉い人は言いました。

The Welfare Minister said,

原爆医療法は属地法であって属人法ではないから、韓国のお方は（ここではご丁寧に「韓国人」となります）には手帳をあげるわけにはいかない、ということです。

These laws were for real Japanese and not foreigners,

so cannot be applied for Koreans.

「おや！話は少々ちがいますで・・・。」

“Ah..?”

韓国人被爆者たちは考えました。

被爆のときにはたしかに「大和民族」にさせられていたのだが、

In the War time, we were fighting as one of “Yamato tribe” under the name of command given by Japanese military.

それがいつのまに「外国人」にされてしまったのだろうか、と。

But after the War, we were not treated as Japanese(=Yamato tribe)….

「国民諸君！今や我が国は・・・」とラジオを通じて「一億の人々へ」戦争を借り出した総理大臣の、あの朗々とした声色が、今でも私の耳に聞こえてくるような気がします。

Actually I remember the voice of Prime Minister who said loudly, “We Yamato tribe was actually the same one people group in one country and fight against the enemy!”

日本帝国主義は滅亡したとはいえ、権利・義務を相続している（民主主義的）現政権は韓国人被爆者に対する責任も相続しなければなりません。

In result, Japan was defeated as a country,

But it had to succeed the responsibilities for people who had fought for their nation if it is truly as an independent country.

「外国人だから」とお茶をにごすようでは、世界の人道主義から笑いものにされることでありましょう。

Suddenly the government of the one nation tribe started to treat people inside and outside separately.

It is not fair and inhumane.

もちろん、韓国人被爆者たちのことを心配して熱心に運動をしてくださる平和団体の方たちには、私たちは心から感謝してやみません。

I know there are those who really worried about Korean hibakusha and try to take care of us in sincere.

I really thank for them.

しかし、口癖のように「世界唯一の被爆民族」という単語を使いながら、韓国人のことは忘れているようにしばしば感じられるのはどういうことでしょうか？

However we Korean hibakusha often feel sorry because people say “Japan is the only one nation that was attacked by A-bombs”,

but leaders seem to be forgetting foreign hibakusha,

once included into "Yamato tribe (Japan)”

他民族のことは無視・軽視するようなことがあったのでは、真の世界的な平和運動にまではなりえない、と私たちは思うのです。

If the context was separated in various ways easily,

the true “PEACE Movement” could never be realized world widely.

民族を超越した運動にしなくてはなりません。

“Peace Movement” 　should 　overpass the name of tribes, ethnic　groups

and the name of races and nations.

また、民族、民族と、民族のことをたてにするのならば、日本民族は、原爆による被害民族であったのと同時に、韓国人（外国人被爆者）に対しては、加害民族であったのです。

私は、ここで民族と被爆のことをむすびつけて考えるのをあまりよろこばしいことと考えたくありません。

I don’t want think the “PEACE” for only one nation nor one ethnic group.

I don’t like this way of thinking.

民族を超越して、被爆したものたちはすべて、戦争の犠牲にさせられた無実の人々たちだったのです。

Beyond the names of the nations, we casualties were sacrificed and innocent people under the name of war.

被爆30年を迎えました。

30 years have passed since A-bombing.

日本の核兵器禁止平和運動は、自国自民族のことばかりを考えたり、おのおのの利益に左右されたりで、3つに4つに分裂し、目の前の小さな事ばかりに気をとられていたのでは、どうして世界的な大きな平和運動になりえましょうか？

The movement for PEACE in Japan are now divided into three or four groups because of just very tiny & casual frictions.

How come such attitude makes us move forward to PEACE into the big whole world?

何もできない韓国人被爆者の分際で、おこがましいことを申し上げるようですが、日本の平和運動は、早く統一し、民族を超越した、人道的、真の世界的な運動にならなければなりません。

Sorry for saying such a big thing even as a tiny Korean who could not do anything,

But Japanese `Peace Movement’ should be　 united  soon, and overpass the matters of concerning tribes, ethnic groups and name of nations.

その意味においても、被爆30周年の今年は、外国人被爆者の問題（数万人の「大和民族にさせられた」被爆者が見殺しにされている世界的な不条理）を、人類共通の課題として取り上げ、真剣に取り組むべきであります。

In this sense, today 30 years passed since A-bombings,

such unreasonable things happened in this country,

like huge numbers of people from Asian countries

forced to become "a Yamato tribe" under the name of War.

We should deal with such serious injustice

as our human cause living in this whole world.

被爆、こと核兵器廃絶平和運動は、民族を超越した汎人類的な立場において、これを考えたり運動したりしなければならない、ということを私は確信しています。

I certainly believe that when you think about “hibaku(A-bombed)” and “peace, nuclear abolition & elimination”,

the first step is to overpass the names,

then pay attention to the huge number of  innocent people who were killed and sacrificed under the name of  wars.
