「核兵器禁止条約」発効へ

2017年に国連で採択された核兵器禁止条約の批准国・地域が今月中にも発効に必要な50に達する見通しであることが2日分かった。

50か国・地域が批准手続きを終了してから90日後(2021年1月22日）に発効する。

第15条（発効）/Article 15, Entry into force
１、本条約は50か国が批准、受諾、承認、加盟の文書を寄託してから90日後に発効する。
1, This Treaty shall enter into force 90 days after the fiftieth instrument of ratification, acceptance, approval or accession has been deposited.
２、 50か国の寄託が終わった後に批准、受諾、承認、加盟の文書を寄託した国については、その国の寄託から90日後に本条約が発効する。
2, For any State that deposits its instrument of ratification, acceptance, approval or accession after the date of the deposit of the fiftieth instrument of ratification, acceptance, approval or accession, this Treaty shall enter into force 90 days after the date on which that State has deposited its instrument of ratification, acceptance, approval or accession.

核兵器を「絶対悪absolute evil」と定める新たな国際規範ができることで、世界は核廃絶実現へ大きく一歩前進することになる。（→核兵器は「絶対悪(absolute evil)」；2016年広島平和宣言）

批准国の主な地域は、中南米(チリ 2021.9.24批准、その他）、アフリカ、アジア、オセアニア。

「広島の心共有」松井Matsui市長が意義強調 Sharing Hiroshima Spirits

広島市の松井実市長（Mayor Matsui)は2日の記者会見で、

「核兵器は存在してはいけない『絶対悪absolute evil』との認識が、国際社会に広まっている」と歓迎し、早期の発効にあらためて期待感を示した。

市長は「世界の市民社会が広島の心を共有する新たな国際的な枠組みになる」として条約の発効の意義を強調し、「平和への大きな潮流になると期待したい。」と述べた。。

Mayor Matsui says, "If global citizens share the Hiroshima Spirits, the basement of TPNW world widely, that must be a new international framework & flow of world peace into the next phase. I sincerely expect that."

会長をつとめる平和首長会議(Mayors for Peace)でも、保有国が核兵器廃絶へとかじをきるための国際世論の情勢や、発効後に締約国が集まる会合へ日本政府がオブザーバーとして参加するよう求めるなどの取り組みを進める考えを示した。
